Panchayat Raj is an innovative experiment in the creation of modern India.

Balwantrai Mehta Committee (1958) has recommended a three-tier Panchayat Raj system to involve the rural people in rural development. Accordingly, the Maharashtra Government passed the Maharashtra Zilla Parishad and Panchayat Samiti Act, 1961 on 01 May 1962 and established a three-tier Panchayat Raj system with Zilla Parishad at the district level, Panchayat Samiti at the group level and Gram Panchayat at the village level. Thus, Maharashtra became the ninth state in the country to adopt the Panchayat Raj system. Zilla Parishad is a district-level local self-government body in India and works through the Panchayat Samiti to disseminate information and services of various schemes of the state and central government to the common people in rural areas. Panchayat Samiti is an important link between Zilla Parishad and Gram Panchayat.
